It is hand painted with a decal and embossing, with 2 handles and gold gilt. It measures 10" diameter. This plate is embossed or textured with flowers and stems or vines all along the scalloped edge, with floral decal in the middle and gold gilt lining the food area. Gilt seems to have come off at the tip of most of the embossed dots making t look like pearls set into gold. There is also texture within the encircled area of the gilt lines where I would suppose eggs or portions of other appetizers would be placed.No chips cracks breaks, or crazing on the face, decal is intact and I do not really see scuffing. Tall foot on the back has chipping in several places but it can still be set on a table or tray. It is marked Welman Germany with a crest. See pictures for details of condition.
