Heart shaped tortoise and silver memo clip or whats-it unusual hc1357

This piece is lovely although I can only hazard a guess as to its purpose. It looks like a clamp to hold memos etc. but it doesn't have a spring nor did it ever. The silver piece does lift and would provide a way to keep notes tidy but it doesn't clamp on them. The base is a piece of heart-shaped faux tortoise. It could be lucite. Whatever, it is beautifully marked and very translucent and could pass as genuine tortoise at a glance. Hold it to the light to fully appreciate it. The top piece is silver, probably plate and shows what looks like Indian deities.

I have no idea of the age. It can pass as new. I got it because it is a beautiful object and would look great gracing a desk, vanity or coffee table. Perhaps have it holding a small photo of your soul-mate or pet. The piece is in perfect condition and is about 4½ x 4½ inches. Just over 2 inches high at highest point.
